I notice that 2.0 doesn't look the same as 1.3. Is there a compatibility
document? Should I be using 2.0 on new projects to minimize changes
during migration.

Paul might correct me, but Pico 2.x is really in the flux and I would not
recommend it now for production. E.g. large parts of the framework do not
use generics yet. So API changes have to be expected.

Pico 2.x is not designed to be compatible with 1.x, although the main interfaces have not changed
drammatically (some may have moved package location).

It requires JDK 1.5+ and introduces new builder concepts - as documented on website.

I would recommend you assess the impact on your projects before migrating to 2.x.
In particular, only Pico Core and Gems modules have been released.

Because my project will not be production for a long time I'm going to
go with 2.0 in hopes it will be out by the time I'm ready. I already
began using the beta and all seem like it's working well. Thanks.

I'd release Pico2 tomorrow if I could, but the rest of the team is
holding me back (wisely).

It won't be long now.
